Network Operations Center (NOC) Communications Specialist

BKD Solutions is currently seeking a 1099 Independent Contractor to support the Commonwealth of Pennsylvania as a Network Operations Center (NOC) Communications Specialist.

This is a full-time contract opportunity requiring 37.5 hours per week on an overnight schedule. The selected contractor will provide after-hours network monitoring, incident response, and first-level technical support for enterprise network operations.

• Employment Type: 1099 Independent Contractor

• Location: On-site in Harrisburg, PA (local candidates only)

• Schedule: Saturday through Wednesday, 12:00 AM – 8:30 AM (includes a 1-hour unpaid lunch)

• Hours: 37.5 hours per week

• Pay Rate: $30/hour

• Serve as the first point of contact for Commonwealth employees and business partners experiencing network issues during after-hours operations.

• Answer inbound support calls and create, document, and escalate ServiceNow incidents.

• Monitor enterprise network infrastructure using tools such as SolarWinds and SquaredUp.

• Respond to network outages, alerts, and alarms following established escalation procedures.

• Coordinate with network engineers, Commonwealth staff, vendors, and service providers to assist with service restoration.

• Monitor ServiceNow queues, network email accounts, and the network support hotline.

• Provide incident communications and network status updates.

• Maintain operational documentation and assist with routine network operations activities.

• Strong written and verbal communication skills with professional phone etiquette.

• Experience supporting end users with varying levels of technical knowledge.

• Experience with incident management, ticketing systems (ServiceNow or similar), and technical troubleshooting.

• Strong attention to detail with excellent organizational and customer service skills.

• Ability to work independently while managing multiple priorities in a fast-paced environment.

• Preferred: 2+ years of experience in Help Desk, Systems Administration, Technical Support, Call Center, or Network Operations roles.
